Lessons in delivering shared services in Local Government

There has been an ever increasing pressure for local government to embrace shared services as a vehicle to achieving the efficiency savings expected from improved back office process. The introduction of shared services into local government poses significant challenges.
The aim of this paper is to provide a series of key lessons for consideration both in the design of a Shared Service Centre (SSC) operation AND its implementation. These observations are based on the experience Morse has gathered through implementing shared services across a number of local government organisations.
